FLaReNet Summary

There is currently no specific program for Language Technologies in Spain. The National Scientific Research, Development and Technological Innovation Plan (National R&D&I plan) is the Spanish Science, Technology and Enterprise system's programming instrument to achieve the country's goals and priorities of the research, development, and technological innovation policy in the medium term. It depends on the Secretaria de Estado de Investigación. The National R&D&I plan for 2008-2011 is defined in the document “Plan Nacional Consejo de ministros”, which defines several strategic actions. In particular, the section 8.4 “Strategic action of Telecommunications and Information society” is interesting for LT. This Strategic action includes Human Language Processing Technologies. The annual Work Programme includes information on the expected schedule of public calls, terms, budget and conditions and can be found on the web page of the National R&D&I plan.

There are several projects that are funded by different Ministries, regional governments and organizations.

The Royal Academy of the Spanish Language supports some projects on LR: CREA (Reference Corpus of Current (Modern) Spanish), which collects a Spanish language corpus since 1975, in Spain and America. CORDE (Reference Corpus of Diachronic Spanish), which has collected Spanish since the beginning of the language until 1975. It contains 250 millions of words.

Other projects are supported through the national R&D plan: SD-TEAM ( Interactive Learning, Self-Evaluation and Multimodal Technologies for Multidomain Spoken Dialogue Systems), AVIVAVOZ, about speech to speech translation and access to multilingual information (the project finished and there is a new project which is the continuation (BUCEADOR)), MAVIR is a Network of excellence in Madrid working on HLT and Information Retrieval, organized by the Universidad Politécnica de Madrid.

There is a Spanish Network on Speech Technologies, gathering most of the researchers in SLT in Spain.

In particular, is interesting for HLT the section 8.4 Strategic action of Telecommunications and Information society. This Strategic action includes Human Language Processing Technologies (page 141). There are several projects that are funded by different Ministries, regional governments and organizations.

Projects of the Royal Academy of the Spanish Language:
   - CREA (Reference Corpus of Current (Modern) Spanish): This corpus has collected (and continues to collect) Spanish since 1975. 90% written, 10% Oral. 160 millions of words. 50% Spanish from Spain, 50% Spanish from America. http://www.rae.es --> banco de datos or http://corpus.rae.es/creanet.html.
   - CORDE (Reference Corpus of Diachronic Spanish): This corpus has collected Spanish since the beginning of the language until 1975. It has also some speech recordings, though is a minimal percentage of the total. It contains 250 millions of words. http://www.rae.es --> banco de datos or http://corpus.rae.es/cordenet.html.

Projects of the national R&D plan:
   - SD-TEAM (http://www.sd-team.es/all/Welcome.html): Interactive Learning, Self-Evaluation and Multimodal Technologies for Multidomain Spoken Dialogue Systems.
   - AVIVAVOZ (http://www.avivavoz.es) is about speech to speech translation and access to multilingual information. The project finished and there is a new project which is the continuation (BUCEADOR).

  - MAVIR (http://www.mavir.net/grupos/uam) is a Network of excellence in Madrid working on HLT and Information Retrieval, organized by Rubén San-Segundo (Universidad Politécnica de Madrid).

There is a Spanish Network on Speech Technologies, which is a network whose members are most of the researchers in SLT in Spain (http://www.rthabla.es).

There are conferences in Spain on HLT: one is the Conference on Speech Technologies (organized by the Spanish Network on Speech Technology) and the second one is the Conference on Speech and Language Technologies for Iberian Languages. Both conferences have merged, and the next one will take place in November 2010 (see http://fala2010.uvigo.es).
